<p class="wp-block-paragraph">【外勞社記者楊孝慈 2026 年 6 月 17 日報導】 為提升居家照護品質，協助長輩在熟悉的生活環境中獲得更安全、穩定且妥善的照顧，台北市勞動力重建運用處下半年起，將安排 12 場次照顧技巧集中訓練課程，讓外籍家庭看護工、雇主及照顧家屬共同參與，透過專業講授、實作演練與照護情境分享，全面提升移工照護知能。 </p>



<h2 class="wp-block-heading"><strong>口腔清潔抽吸列進階訓練</strong>&nbsp;&nbsp;</h2>



<p class="wp-block-paragraph">今年的課程內容將 7 月 5 日開始至 9 月 12 日止，在台北市北、中、南區規劃辦理，課程內容包括失智症日常生活安排及問題行為處理、高齡飲食備餐技巧、高齡咀嚼吞嚥障礙及口腔照護、居家護理特殊問題指導和就醫安全，以及看護工補充訓練進階課程，針對口腔內及人工氣管內分泌物清潔、抽吸與移除及氧氣使用進行解說。  </p>



<p class="wp-block-paragraph">台北市政府勞動局長王秋冬表示，本次課程以家庭照顧現場常見問題為核心，涵蓋失智照護、居家護理、高齡備餐、咀嚼吞嚥與口腔照護等主題，課程兼具專業知識與實務操作；透過講師說明、教具輔助、情境模擬及實作演練， 協助學員掌握照護原則與操作重點，提升日常照護中的判斷力與應變能力，進而提供長輩更安全、穩定的居家照顧。 </p>



<p class="wp-block-paragraph">另考量外籍家庭看護工在學習過程中可能面臨語言理解上的困難，課程特別規劃印尼語專場，並安排全程同步口譯服務，協助學員更清楚掌握課程重點。透過移工、雇主與家屬共同參與，也能讓照顧觀念更加一致，減少因溝通落差所產生的誤解，建立更順暢的照顧合作關係。 </p>



<h2 class="wp-block-heading"><strong>每班開放 25 人 限定台北市移工</strong>  </h2>



<p class="wp-block-paragraph">去年曾參與課程的雇主張小姐分享，在照顧罹患失智症且吞嚥能力逐漸下降的母親時，雖然希望能有更多互動，卻常因無法理解母親想表達的意思，而逐漸減少彼此溝通時間。透過課程中講師與母親自然互動的示範，以及醫師分享臨床與照護現場案例，理解到許多照顧上的困難並非長輩故意造成，也不是照顧者做得不夠好，而是疾病本身所帶來的影響。 同樣照顧失智長輩的外籍家庭看護工 EVI 也表示，過去常因長輩不說話而感到挫折，甚至自責是否是自己的照顧方式讓奶奶不舒服。透過集中訓練課程，瞭解失智症長輩可能因疾病影響而出現表達困難、沉默或互動減少等情形， 未來也會嘗試站在長輩的角度，給予更多理解與陪伴。 </p>



<p class="wp-block-paragraph">每一場次預計開放 25 人，由於名額有限，雇主與工作許可地在台北市的印尼籍家庭看護工可免費參與，另提供無障礙接送、喘息服務，讓雇主及外籍看護工安心參與。 </p>

<p class="wp-block-paragraph">【外勞社記者黃秀娟2026年6月16日報導】為配合《外國專業人才延攬及僱用法》修正， 衛生福利部訂定《外國專業人才及其眷屬長期照顧服務申請及給付辦法》，未來符合資格的外國專業人才及其眷屬，將可申請我國長期照顧服務；衛福部指出，新制預計自 115 年 6 月 30 日起正式施行，提供照顧及專業服務、交通接送、輔具及居家無障礙改善，以及喘息服務等四大類長照資源，進一步打造友善留才環境。 </p>



<h2 class="wp-block-heading"><strong>可申請四大類長照服務</strong>&nbsp;&nbsp;</h2>



<p class="wp-block-paragraph">衛福部表示，《外國專業人才延攬及僱用法》 已於 114 年 9 月 24 日修正，新增第 29 條規定，授權符合條件的外國專業人才及其眷屬得申請長期照顧服務。為配合法律修正，衛福部擬具《外國專業人才及其眷屬長期照顧服務申請及給付辦法》，希望落實國家延攬與留用國際人才政策，讓長期在台工作的外國人才及其家人，在面臨失能照顧需求時， 能獲得與國民相同的照顧保障。 </p>



<p class="wp-block-paragraph">根據辦法規定，適用對象包括外國專業人才、 外國特定專業人才、外國高級專業人才及其眷屬。眷屬範圍涵蓋配偶、未成年子女，以 及因身心障礙而無法自理生活的成年子女。 申請人須經內政部移民署核准永久居留，且合法累計居留滿 10 年、每年居住達 183 日以 上；同時因身心失能，符合 65 歲以上或具身 心障礙鑑定資格者，經失能評估確認符合長 照給付資格後，即可向各縣市長期照顧管理中心或地方政府提出申請。 </p>



<h2 class="wp-block-heading"><strong>長照給付標準比照國人辦理</strong>&nbsp;&nbsp;</h2>



<p class="wp-block-paragraph">衛福部指出，申請人的長照需要等級、給付額度及部分負擔比率，均比照我國《長期照顧服務申請及給付辦法》辦理。符合資格者可依需求申請四大類長照服務，包括照顧及專業服務、交通接送服務、輔具與居家無障礙環境改善服務，以及喘息服務，享有與國人相同的長照支持體系。 </p>



<p class="wp-block-paragraph">衛福部強調，隨著國際人才來台發展及定居人數增加，政府將持續完善長期照顧制度與服務量能。新制上路後，符合資格的外國專業人才及其眷屬，可就近向各縣市長期照顧管理中心提出申請，或撥打 1966 長照服務專線洽詢相關資訊，以獲得所需照顧資源。</p>

<p class="wp-block-paragraph">【外勞社記者黃秀娟 2026 年 6 月 15 日報導】6 月 16 日國際家務工日前夕，台灣移工聯盟等團體，14 日前往衛生福利部陳情，呼籲政府正視家庭看護移工與長照制度長期脫節問題，主張將家事移工納入長照人力體系，由非營利機構聘僱與管理，以兼顧重度失能者照顧需求及移工勞動權益。 </p>



<h2 class="wp-block-heading"><strong>雇主協會反對廢除家庭聘僱制度</strong>&nbsp;&nbsp;</h2>



<p class="wp-block-paragraph">不過，台灣失能者家庭暨看護雇主國際協會則發表聲明指出，目前全台已有超過 22 萬個家庭聘僱家庭看護工，許多家庭並非偏好聘用移工，而是在現有長照體系無法滿足需求下， 不得不自行承擔照顧責任。 </p>



<p class="wp-block-paragraph">協會質疑，主張廢除家庭聘僱制度者，始終未說明未來 22 萬個聘僱家庭的照顧需求將由誰承接；若公共長照體系有能力全面接手，為 何仍有大量家庭選擇自行聘僱家庭看護工。 </p>



<p class="wp-block-paragraph">對於將家庭看護工納入長照體系的討論，協會表示並不反對照顧工作專業化，但認為專業化不能僅著重勞動權益提升，更應建立專業能 力、契約責任及照顧品質制度。 </p>



<p class="wp-block-paragraph">協會建議，未來無論本國籍或外國籍照顧人員，若要成為正式長照人力，都應比照照顧服務員制度，完成政府認可訓練、專業測驗、實習及能力評核後再投入服務。 </p>



<p class="wp-block-paragraph">台灣移工聯盟、婦女新知基金會及台灣身心障礙者自立生活聯盟等民間團體 14 日在衛福部前演出行動劇，象徵重度失能者、障礙者及家庭看護工長期被照顧制度束縛，而政府部門未能提出有效解方；民團批評衛福部未積極與勞動部合作，將相關服務納入長照給付體系。 </p>



<h2 class="wp-block-heading"><strong>長照資源失衡 重度失能家庭遭忽視</strong>&nbsp;&nbsp;</h2>



<p class="wp-block-paragraph">民團指出，長照預算雖逐年成長，但資源多集中日照中心及社區據點等輕、中度失能服務。 根據監察院調查，長照服務涵蓋率已達八成， 但長照支出七成集中於輕、中度失能者，重度失能者使用長照給付服務比例則逐年下降。 民團指出，家事移工不受《勞動基準法》保障，沒有工時上限，也未適用最低工資制度， 目前薪資水準僅約基本工資的三分之二，當重 度失能者照顧需求無法由公共服務承接時，家事移工被迫承擔所有照顧責任，甚至成為社會輿論指責的對象。 </p>



<p class="wp-block-paragraph">民團主張，應由長照機構擔任家事移工雇主， 讓家庭回歸服務使用者角色，透過機構依照需求調派照顧人力，提供穩定且專業的居家照顧 服務。</p>

<p class="wp-block-paragraph">衛生局指出，許多民眾以為聘有外籍看護工後，便無法再使用長照服務資源。事實上，外籍看護工與長照服務可發揮互補功能。聘僱外籍看護工的家庭平時即可申請專業服務，由醫事人員到宅提供復能訓練與照顧指導；外籍看護工請假或休假期間，也可申請喘息服務接續照顧。 </p>



<p class="wp-block-paragraph">此外，輔具購置、居家無障礙環境改善補助及交通接送等服務，同樣可依規定申請使用。 衛生局表示，隨著長照 3.0 上路，聘僱外籍看護工家庭正式納入日間照顧服務適用對象，讓照顧資源更加彈性、多元。長輩白天可至日照中心參與健康促進、認知訓練、休閒活動及團體課程，不僅有助維持身心功能，也能增加人際互動，延緩失能進程，提升生活品質。 衛生局呼籲聘有外籍看護工的家庭，如家人符合長照服務資格且有照顧需求，可撥打長照專線 1966，由專人到府評估長照需要等級，並透過個案管理員規劃適切服務組合。</p>

<p class="wp-block-paragraph">【外勞社記者黃秀娟 2026 年 6 月 3 日報導】針對重症家庭面臨看護工失聯遞補空窗、移工懷孕產假期間的勞動力斷層，立委邱鎮軍 3 日在立法院衛環委員會提出，現行「52 天喘息服務」根本無法應付 24 小時無間斷的重症照顧，勞動部承諾將與衛福部密切合作，於 2 個月內提出具體 人力調度與就安基金補貼配套。 </p>



<p class="wp-block-paragraph">邱鎮軍質詢指出，重症家庭需要的是 24 小時無間斷的照顧，但目前的「短期替代照顧服務（喘息服務）」每年上限僅 52 天，且一天以 10 小時計算，根本無法填補全天候的照顧真空；又一旦移工失聯，雇主依法需等待遞補的空窗期，雖已從 3 個月縮短至 1 個月，但對重症家庭而言，1 個月的空窗期仍是極大的照顧風暴。 </p>



<p class="wp-block-paragraph">另根據數據，領取勞保生育給付的移工從 110 年的 3,632 人，逐年暴增至 113 年的 5,800 多人， 增幅將近 6 成，這還不包含多數未投保勞保的家庭看護工。&nbsp;</p>



<p class="wp-block-paragraph">邱鎮軍表示，移工懷孕依法不能解雇，雇主除需繼續負擔每月將近 3 萬元的聘僱成本外，還必須面對待產及產後的「勞動力實質斷層」。然而，目前政府的標準答案永遠是「打 1955 專線、 提供婦幼權益諮詢、協助安置轉換」，看似保障了移工權益，卻無法解決雇主的燃眉之急。 </p>



<p class="wp-block-paragraph">此外，雇主每月繳納「就業安定費」，但當家庭面臨移工失聯或懷孕的照顧風暴時，邱鎮軍說， 這筆基金並未發揮足夠的財務支持或即時替代人力媒合功能，用途與成效不夠透明。 勞動部長洪申翰坦言，52 天喘息服務確實不夠，目前正積極與衛福部討論，如何透過兩部合作模式，將政府可提供的照顧資源與勞務進行整合，特別針對重症雇主釋出更多資源。</p>

<p class="wp-block-paragraph">【外勞社記者黃秀娟 2026 年 6 月 1 日報導】針對外界傳言政府推移工零付費會危害到家庭雇主的權益，勞動部 1 日發澄清指出「這是錯誤的」，勞動部表示，台美對等貿易協定（ART）所涉及有關防制強迫勞動的移工政策，只有針對製造業及漁撈業移工做出承諾，ART 上並沒有包括家庭看護工，請民眾不要過度恐慌。 </p>



<p class="wp-block-paragraph">對此，台灣雇主協會理事長張姮燕表示，所有的勞工政策都會影響家庭看護工，連勞保都在勞團參與推動下，也有 10 多位雇主為其投保勞保，雖然 ART 只有規定製造業與漁船的移工零付費， 但這二種工作不需負擔成本且薪資高，在移工母國將會造成男性來台擔任漁工、女性擔任廠工， 就會導致家庭看護工缺工，這比去年實施 80 歲以上免評申請家庭看護工，還嚴重危害市場機制。 </p>



<p class="wp-block-paragraph">勞動部指出，外界宣稱政府推動移工零付費政策會危害到家庭雇主的權益，這是錯誤的，目前台美對等貿易協定（ART）所涉及有關防制強迫勞動的移工政策，只有針對製造業及漁撈業移工做出承諾，ART 上並沒有包括家庭看護工。 </p>



<p class="wp-block-paragraph">勞動部說明，依照協定內容，製造業及漁撈業移工設有 3 年的調適期，會在這段期間內與產業、 雇主團體、來源國政府及相關部會充分溝通，在符合國際接軌要求的前提下研議配套措施，降低企業與漁撈業雇主的成本負擔。至於家庭雇主和家庭看護工的部分，不在台美對等貿易協定 （ART）的範圍內，請民眾不要過度恐慌。</p>

<p class="wp-block-paragraph">【外勞社記者黃秀娟 2026 年 5 月 27 日報導】總統府 27 日召開「台灣人口對策新戰略—家庭支持篇」國安高層會議會後記者會，由總統賴清德率領府院團隊公布完整 18 項人口與家庭支持措施，針對少子女化與人口結構挑戰提出五大面向改革，涵蓋安心生養、托育、教育、 友善職場與居住減壓，預計每年新增投入超過 2,000 億元，最快明年上路。 </p>



<h2 class="wp-block-heading"><strong>0 至 18 歲每月 5 千元成長津貼</strong>&nbsp; </h2>



<p class="wp-block-paragraph">對策包括 0 至 18 歲每月 5,000 元成長津貼、 人工生殖補助加碼、生育給付補足 10 萬元、 育兒家庭減稅及婚育家庭房屋稅優惠等，其中與雇主最相關者，包括婚假、產假、陪產假全 面延長、育兒減工時不減薪、升級育兒假，以 及新增職務代理與替代人力補助等，政府強調新增假別成本將由國家補貼，降低企業負擔。 </p>



<p class="wp-block-paragraph">勞動部長洪申翰下午舉行記者會說明，新制規劃將現行 8 週產假延長為 12 週，其中新增 4 週產假，可依勞工的意願預告申請提前銷假， 另陪產檢及陪產假則由 7 日提高至 14 日；婚 假也將比照軍公教，由 8 日增加至 14 日。&nbsp;</p>



<p class="wp-block-paragraph">洪申翰表示，上述新增假期天數的工資，經由雇主支付的工資後，可向勞動部申請補助。 </p>



<h2 class="wp-block-heading"><strong>產假延長至 12 週 陪產假翻倍</strong> </h2>



<p class="wp-block-paragraph">現行「育嬰留職停薪」將升級「育兒留停6+3」；洪申翰指出，未來適用年齡將由 3 歲以下擴大至 6 歲以下，且雙親各領滿 6 個月育嬰留停津貼後，可再多領 3 個月，等於每人最長可領 9 個月、夫妻合計 18 個月。同時將提高就業保險投保薪資上限，使津貼補助金額最高可超過 4 萬元，以提高實質所得替代率。&nbsp;</p>



<p class="wp-block-paragraph">此外，勞動部勞動條件及就業平等司長黃琦 雅說明，在可請 2 年的育兒留職停薪，目前以日申請的 30 日育嬰留停，也將升級改為 60 日「育兒假」，雙親合計可使用 120 日，津貼照 顧將併入育兒留停津貼，勞動部將擴大提供 200 人以下企業支持申請育兒假之獎勵，並補 助企業加給同事職務代理津貼。&nbsp;</p>



<p class="wp-block-paragraph">另將推出「彈性減工時不減薪」措施，適用年齡大幅放寬，洪申翰指出，由現行僅限 0 至 3 歲延長至育有未滿 12 歲以下子女的勞工，可採取勞資協議，申請每日減少 1 小時工時，或 採彈性上下班制度，且薪資不得減少。&nbsp;</p>



<p class="wp-block-paragraph">洪申翰說，為避免企業增加人事成本，勞動部將補助企業支付縮減工時期間的全額工資， 並對 200 人以下企業將給予定額獎勵。&nbsp;</p>



<h2 class="wp-block-heading"><strong>育兒減工時不減薪 首推職務代理津貼</strong> </h2>



<p class="wp-block-paragraph">因應婚假、陪產假、育兒假與減工時造成的人力調度需求，勞動部首度推出「職務代理人津貼」。黃琦雅說明，未來不分企業規模，若安排同事協助代理工作，每名代理員工每日可獲政府補助 800 元。&nbsp;</p>



<p class="wp-block-paragraph">針對產假與育兒留停等較長期替代，黃琦雅 指出，200 人以下企業若新聘長期替代人力， 將會補助每名 2 萬元的招募訓練費用。&nbsp;</p>



<p class="wp-block-paragraph">洪申翰強調，希望透過「支援同事有津貼、 雇主補人有資源、人力調度有配套」方式，提升企業導入友善育兒制度意願。&nbsp;</p>



<p class="wp-block-paragraph">至於在台工作的外國人，有關育嬰留停升級為育兒留停，在就業保險法的部分，就是依照 《外國專業人才延攬及僱用法》規定的對象也適用。&nbsp;</p>



<p class="wp-block-paragraph">至於產假、陪產假和未來的育兒假，這是屬於性工法的部分，未來修法以後，不分本國、 外國籍皆有適用外，其中依法應由雇主支付工資部分，新增的天數，在雇主依法支付工資後， 也可向政府申請補助。&nbsp;</p>



<h2 class="wp-block-heading"><strong>家事移工無產假薪資 去年僅 0.22%懷孕</strong>&nbsp; </h2>



<p class="wp-block-paragraph">不適用勞基法的家事移工，因為不能請領產假薪資，因此請產假的誘因低，去年僅有 554&nbsp;人懷孕，比例只有 0.22%，因此未來修法以後， 家事移工薪資部分仍維持現況。&nbsp;</p>



<p class="wp-block-paragraph">洪申翰指出，為鼓勵企業托育環境升級，5 月 1 日上路的企業新建托兒設施最高補助 500 萬元及補助發放員工育兒補貼，另友善家庭照顧職場環境措施將納入上市櫃公司 ESG 評鑑指標等，皆已陸續執行。&nbsp;</p>

<h2 class="wp-block-heading"><strong>成立服務中心最初為整合入境事項  </strong></h2>



<p class="wp-block-paragraph">勞動部日前針對移工失聯狀況發出聲 明，指 2023 年起推出家事移工一站式講習服務，宣導曠職、失聯、非法工作後果， 失聯問題改善，外籍看護失聯率從開辦前 2022 年的 3.85%，下降到 2025 年的 1.81%。 對此社團法人台灣失能者家庭暨看護雇主國際協會在網路社群平臺發文，質疑並非政策初衷，卻將失聯率下降硬套在一站式服務，並非政策績效，而是偷換概念。 雇主協會指出，最初勞動部推動一站式服務制度，並非為降低失聯率，其核心目標是將家事移工入境後的講習、聘僱許 可、居留、職災保險、健保、入國通報等 行政流程集中處理，讓新聘家事移工一站式完成五項法定應辦事項，並接受 3 天 2 夜、共 8 小時的講習，課程內容包括：權益保障、生活適應、聘僱法令、職業安全及衛教健保。 </p>



<h2 class="wp-block-heading"><strong>8 小時課程需時 3 天 2 夜</strong>  </h2>



<p class="wp-block-paragraph">雇主協會指出，家庭類雇主許多人家中有失智、臥床、重症和身障家人，好不容易盼到移工入境，但卻必須先參加受訓， 除了承擔照護空窗，一站式講習的訓練內容並未包含家事移工工作的內容，但卻必須由雇主支付還未上工的 3 日薪資。 </p>



<p class="wp-block-paragraph">雇主協會也質疑，8 小時課程可以採線上授課，卻擴大為 3 天 2 夜，增加住宿、餐飲、 交通、場地、客服、系統與委外服務等支出，且相關費用由就業安定基金支付，若其中無涉利益問題，勞動部應該將相關花費的人均成本公開。 </p>



<p class="wp-block-paragraph">針對移工失聯問題，雇主協會指出，勞動部應該處理的是黑工市場，因為有人聘用、介紹、包庇，利用黑工市場賺錢，合 法雇主被規定綁死，非法雇主卻繼續用黑工，才是失聯問題的核心。 </p>



<h2 class="wp-block-heading"><strong>承擔照護空窗、支付未上工薪資</strong>  </h2>



<p class="wp-block-paragraph">雇主協會呼籲勞動部不要將一站式服務裝成防範逃逸政績，若一站式服務確實能防範逃逸，就應全面適用製造業、營造業、 漁工、農業等所有工種。 </p>



<p class="wp-block-paragraph">若能線上完成就不需要安排到 3 天 2 夜； 且既然勞動部規定、設計、執行的「教育訓練」並未訓練家庭類雇主要求的內容、 入境一站式服務並未協助本國人就業，就應由勞動部負擔訓練時期的 3 日薪資，且相關辦理成本不要由就安基金買單。 </p>



<p class="wp-block-paragraph">依據勞動部規定，雇主從國外新聘或從國外聘僱的家事移工(國內接續、技術人力 等不適用)，若未持有入國講習完訓證明或 完訓證明已屆滿 5 年，雇主須在移工預定入國日 5 日前，至勞動部「移工一站式服務暨機場關懷網」完成線上登錄，並申請入國講習、申辦聘僱許可與居留許可、加入災保和健保，辦理理入國通報生活照顧檢查。 </p>



<h2 class="wp-block-heading"><strong>若欲藉此防範失聯 應適用所有工種</strong>  </h2>



<p class="wp-block-paragraph">完成申請後，移工入國即由勞動部接機接送至服務中心接受入國講習，第 3 日完訓日上午交由雇主或仲介接回，完訓當日即可取得聘僱許可、外僑居留證。 </p>



<p class="wp-block-paragraph">入國講習期間，雇主要支付移工薪資， 否則將違反就服法第 57 條第 9 款及雇聘辦法第 66 條第 2 項規定，可處新臺幣 6-30 萬元罰鍰，並廢止聘僱許可。另外講習期間，雇主無需繳納就業安定費。 </p>



<p class="wp-block-paragraph">根據 115 年度就安基金預算書，新聘家事類外國人一站式服務暨入出國外國人機場關懷計畫預算約 4.8 億元。</p>

<p class="wp-block-paragraph">【外勞社記者黃秀娟 2026 年 5 月 21 日報導】目前家事移工失聯人數約 3 萬餘人，網路流傳因為勞動部開辦家事移工一站式講習服務後，無助改善家事移工失聯情況，對此勞動部澄清，自一站式講習制度上路後，失聯問題已有明顯改善，失聯率從開辦前的 3.85%降至 1.81%，強調未來也會加強從源頭防制，並跨部會合作改善現況。 </p>



<p class="wp-block-paragraph">勞動部表示，自 2023 年起推動「家事移工一站式講習服務」，針對新聘移工以及超過五年未曾接受講習的移工，進行法令與權益宣導。 </p>



<p class="wp-block-paragraph">勞動部說明，講習過程中會明確告知移工，若發生曠職或失聯超過三天情形，將依法廢止聘僱許可，且終生不得再來台工作。另若移工在失聯期間非法工作，最高可處新台幣 15 萬元罰鍰。 勞動部進一步表示，自一站式講習制度上路後，失聯問題已有明顯改善，統計顯示，在制度開辦前，2022 年外籍看護工失聯率為 3.85%，而在制度實施後，2025 年外籍看護工失聯率已下降至 1.81%，顯示相關法遵教育與宣導措施已產生一定效果。 </p>



<p class="wp-block-paragraph">根據移民署 2026 年 3 月統計，在台失聯移工人數有 9 萬 4,271 人，失聯人數最多行業為製造業 5 萬 3,689 人，其次是看護工 3 萬 509 人，第三是營造業 3,828 人，第四是漁工 3,097 人；其餘依序為農林牧或魚塭養殖工有 1,764 人、其他 604 人、外展農務工 575 人、家庭幫傭 205 人。</p>

<p class="wp-block-paragraph">【外勞社記者黃秀娟 2026 年 5 月 4 日報導】台灣雇主協會理事長張姮燕表示，針對勞動部 2 日回應雇主訴求表達強烈不滿，直指勞動部長洪申翰「鐵石心腸」、「空口說白話」，批評官方僅在移工懷孕或移工權益議題上出面說明，卻忽視現場數千名雇主的實際困境與八大訴求。她強調，政府回應內容「像事先寫好」， 未正面回應當日訴求，將再發動新一波抗議行動，全台雇主將會持續串聯。 </p>



<h2 class="wp-block-heading"><strong>凱道 3 千雇主批制度失衡 </strong> </h2>



<p class="wp-block-paragraph">社團法人台灣失能者家庭暨看護雇主國際協會（台灣雇主協會）2 日舉辦「2026 雇主日凱道大集會」，當天指有約 3,000 名來自失能家 庭、中小企業及農漁業的雇主頂著烈日走上凱達格蘭大道，現場多名雇主甚至坐著輪椅參與， 高喊「雇主不是提款機」。 </p>



<p class="wp-block-paragraph">台灣雇主協會表示，台灣移工制度走過三十多年，移工早已不只是補充性人力，而是產業運作、家庭照護與長照體系的重要支撐。然而， 長期以來，公共政策討論多半集中在移工權益，卻忽略聘僱移工的家庭與企業同樣是制度承擔者。家庭看護雇主不是財團，而是正在照顧失能、重症、高齡親人的家庭；中小企業、漁船船主與農業雇主，也多是在缺工與制度壓力下苦撐的基層雇主。 </p>



<h2 class="wp-block-heading"><strong>八大訴求 建立照護不中斷機制</strong>  </h2>



<p class="wp-block-paragraph">本次集會以「台灣優先、照護零空窗、生活經濟不崩盤」為主軸，提出八大訴求，包括建立照護不中斷機制、停徵家庭就業安定費、強化移工契約責任、反對移工來台費用轉嫁雇主， 以及重新檢討外國人與本國人社會福利責任分配等。 </p>



<p class="wp-block-paragraph">張姮燕指出，移工轉換或失聯導致的照護空窗，實務上往往超過法規所定 1 至 3 個月，但政府並未提出有效解方；針對失能家庭免繳就業安定費問題，亦多年未見具體進展，僅以「研議中」回應，難以接受。她並質疑，政府推動移工「零付費」政策，恐將成本轉嫁給雇主， 對失能家庭與中小企業造成沉重負擔，「不能以保障移工為名，犧牲台灣雇主」。 </p>



<p class="wp-block-paragraph">張姮燕認為，勞動部仍未具體回應訴求，若政府持續忽視雇主訴求，將升高抗爭力道，要求制度全面檢討。 </p>



<p class="wp-block-paragraph">勞動部回應，家庭雇主確實在聘僱移工的情境和挑戰上，和企業雇主有所差異，對於家庭雇主提出的需求將攜手衛福部提出針對「家事移工雇主支持方案」與相關配套措施。 </p>



<h2 class="wp-block-heading"><strong>移工雇主全適用 勞資糾紛協助機制</strong>  </h2>



<p class="wp-block-paragraph">勞動部說明，將會優化雇主協助手冊並印製紙本發放，將與移民署合作增加通譯人數，並建立勞資糾紛協助機制，不分直聘或是仲介引進，雇主與移工有產生糾紛時，未來可以向勞動部申請「爭議協助」會有專業人員居中協調。 </p>



<p class="wp-block-paragraph">對於縮減人力空窗，勞動部指出，會和衛福部一起檢討，將提高現行 52 日擴大喘息及短期照顧服務措施上限，針對重症、身障失能家 庭將會加大支持力道；另將透過系統整合、簡化聘僱流程等作業，提升聘僱過程的方便與友善，例如行政要求雇主通報作業，若透過跨機關系統代入或資訊介接就能夠完成的，將能減 少部分通報或雇主申請與行政處理的義務。 </p>



<p class="wp-block-paragraph">針對重症家庭在繳交就業安定費之負擔，勞動部說，目前針對經濟弱勢家庭的雇主已經有 1.2 萬人免繳就業安定費，願意通盤思考，來 進一步減輕重症家庭之經濟與照顧負擔，相關評估作業也已啟動。 </p>



<h2 class="wp-block-heading"><strong>研議因應漁汛需求之人力彈性  </strong></h2>



<p class="wp-block-paragraph">對於產業接軌國際供應鏈公平招募、防止強迫勞動之趨勢，以及台美對等貿易協定(ART) 之貿易談判與 301 強迫勞動調查，勞動部表示， 將於 3 年內推動製造業及漁撈業移工「零付費」， 未來將提出具體配套措施，協助事業單位在符合國際要求的前提下，來降低產業負擔，逐步達成聘僱模式上的轉型。 </p>



<p class="wp-block-paragraph">對於漁撈業移工聘僱，勞動部說明，將與農業部及移工來源國合作，釐清招募費用合理範圍，並推動漁工訓練支持措施，與研議因應漁汛需求之人力彈性運用制度等。 </p>



<p class="wp-block-paragraph">勞動部強調，政府在爭取的三年緩衝過渡期內，將透過跨部會合作，推動產業輔導與協助計畫、外國招募費用透明化與直接聘僱優化等具體作為，來提升政府服務與行政資源之支持，以降低雇主負擔，同時符合國際貿易之要求。</p>
